ADMINISTRATIVE AND LEGAL SUPPORT FOR THE REINTEGRATION OF VETERANS INTO PEACEFUL LIFE: PROBLEMS OF INTERAGENCY COOPERATION

The article provides a comprehensive analysis of the administrative and legal support for the reintegration of veterans into peaceful life as one of the priority areas of the state veterans policy of Ukraine under current security challenges. The study examines the peculiarities of legal regulation of the processes of social, psychological, professional, and medical adaptation of veterans after returning from military service, as well as the role of public authorities in ensuring an effective support system for veterans and their family members. Particular attention is paid to the problems of interagency cooperation among public authorities, local self-government bodies, healthcare institutions, social services, law enforcement agencies, and public organizations in the implementation of veterans policy. The article emphasizes that the insufficient level of coordination between public administration entities, duplication of powers, fragmentation of legal regulation, and the absence of a unified mechanism for information exchange negatively affect the effectiveness of the implementation of state guarantees for veterans. The study analyzes the problems related to the provision of administrative and social services to veterans, ensuring their employment, professional retraining, psychological rehabilitation, and integration into civil society. The international experience of implementing veterans policy is also examined, particularly the practice of the European Union member states and the United States regarding the functioning of interagency support systems for veterans, digitalization of administrative procedures, and development of comprehensive reintegration programs. It is determined that an effective model of veterans policy should be based on the principles of interagency coordination, accessibility of administrative services, transparency of public administration, and partnership between the state and civil society. Special attention is paid to the necessity of improving administrative and legal mechanisms of interaction between public authorities, introducing unified digital registers of veterans, strengthening control over the implementation of state programs, and developing a system of electronic services in the field of veterans policy. It is substantiated that proper administrative and legal support for the processes of veterans’ reintegration is an important prerequisite for their successful adaptation to peaceful life, enhancement of social protection, and strengthening public trust in state institutions.
