CLASSIFICATION OF REGULATORY IN PROVIDING PUBLIC SAFETY BY ADMINISTRATIVE ACTIVITIES OF THE NATIONAL POLICE OF UKRAINE

Abstract

The article examines the views of researchers on the classification of regulatory legal acts regulating the issues of administrative activity of the National Police of Ukraine and on this basis proposes approaches to the classification of regulatory legal acts in the field of ensuring community security by the administrative activity of the National Police of Ukraine. It is noted that all police activities, the powers of police officers and the procedural aspects of the implementation of their powers and the performance of tasks assigned to the police, occur exclusively in accordance with the provisions of regulatory legal acts, thus the effectiveness of the activities of the National Police of Ukraine largely depends not only on high-quality personnel, but also on successful regulatory legal support. In accordance with the approach to grouping regulatory legal acts by areas of administrative police activity in ensuring community safety in accordance with the tasks facing the police, the following main groups of regulatory legal acts were allocated for classification: regulatory legal acts that determine the powers of the police, procedural aspects of the exercise of powers, as well as rules of conduct in the areas of ensuring public safety and order in the community, carrying out licensing and control and supervision activities, and ensuring road safety. It is also proposed to divide regulatory legal acts into those whose norms relate to the administrative activities of the police in ensuring community safety; that determine the powers of police bodies in the field of licensing and permitting activities, the provision of administrative services, as well as control and supervision powers to ensure compliance with legislation on the rules of the permit system, road safety in the community; that determine the administrative and jurisdictional powers of police officers in the field of ensuring community safety; that determine the organizational and managerial aspects of the activities of police units that ensure community safety.
