FOREIGN EXPERIENCE OF LAW ENFORCEMENT REGARDING THE RESPONSE TO GENDER-BASED VIOLENCE UNDER MARTIAL LAW

The article examines the foreign experience of law enforcement agencies in the field of responding to cases of gender-based violence in armed conflicts.International practices and models of interaction between the police, social services and public organizations aimed at protecting the rights of victims and preventing gender-based violence were analyzed.The normative acts and policies of such organizations as the UN and the EU, which establish standards for prevention and countermeasures against the population in crisis situations, are considered. Special attention is paid to the adaptation of successful foreign methods to the conditions of Ukraine, which is in the midst of an armed conflict.The role of law enforcement agencies in ensuring the safety of victims, as well as the effectiveness of social rehabilitation and psychosocial support programs implemented abroad, are analyzed.Recommendations are offered for the introduction of international standards and best practices in Ukrainian realities to improve interaction between state bodies, public structures and international organizations. The study highlights the importance of gender mainstreaming in law enforcement to create a more sustainable and fair human rights protection system.The issue of professional development and training of law enforcement officers to work in armed conflict and crisis situations was also considered. Particular attention is paid to the need to create specialized units and training programs focused on working with cases of gender-based violence, which will help ensure a quick and sensitive response to the needs of victims. As a result, the materials of the article can become a resource for scientists, legislators and practitioners who work on improving the system of combating gender violence and improving the conditions for the protection of human rights in Ukraine.The results of the study can be used to improve the national legal framework and develop practical recommendations for improving the effectiveness of law enforcement agencies in the fight against gender- based violence.
