THE SYSTEM OF ACTORS OF ADMINISTRATIVE AND LEGAL RESPONSE TO CHALLENGES AND THREATS TO THE NATIONAL SECURITY OF UKRAINE, THEIR COORDINATION AND INTERACTION

Abstract

Ensuring national security and preventing various external and internal threats is one of the fundamental foundations of the development of society and the state. It is the actors of administrative and legal response to challenges and threats to the national security of Ukraine that ensure the protection of the country’s security and create new mechanisms for its strengthening.The main actor is the state, which uses its own mechanisms and legal measures to influence social relations and ensures the effective functioning of the security system.National security in Ukraine is ensured by the state in the form of the authorities, society in the form of citizens and other auxiliary subjects in the form of volunteers, organizations, etc. This entity structure has a vertical structure.The most important actor will always be the state, which, in accordance with the Constitution and internal legislation, guarantees the safety of all citizens on the territory of Ukraine, as well as protection and intercession for its citizens outside the country. This structure is further followed by society, namely Ukrainians, who by their actions contribute to state authorities in ensuring a reliable and protected system of national security, and only then auxiliary entities, which partially implement measures to improve and ensure stable protection of Ukraine’s national security.The article defines the concept of «actor of ensuring national security», analyzes their powers and interaction in the field of ensuring national security.An important contribution of this work is the highlighting of one’s own vision regarding the classification of subjects according to their powers in accordance with the analysis of the regulatory framework of Ukraine.The work also identified and drew attention to problematic issues related to the lack of proper and sufficient interaction between subjects, which as a result causes duplication of the same task to ensure national security by various authorities, which is characterized by inefficiency as a result.
