CRIMINAL-LEGAL ANTI-CORRUPTION MEASURES IN LAW ENFORCEMENT BODIES DURING MARTIAL LAW

Abstract

The article examines the phenomenon of corruption in the defense sector of Ukraine as a critical threat to national security, which undermines public confidence in state institutions and weakens democratic governance. The historical and contemporary aspects of the origin of corruption, including the inefficient allocation of resources and the role of subjective factors in the financing of defense needs, are considered. The authors emphasize the particularly harmful consequences of corruption during a military conflict, such as a decrease in the combat capability of the Armed Forces of Ukraine, ineffective defense procurement, and demoralization of society.Based on the analysis of scientific works by Ukrainian researchers, the author identifies key aspects related to the need to reform anti-corruption legislation, increase transparency of public procurement and the role of civil society in monitoring. Special attention is paid to mechanisms of public control, improvement of the regulatory framework and implementation of international standards in the fight against corruption.The author proposes a set of measures to reduce corruption risks: strengthening the independence of anti-corruption bodies, training military personnel with an emphasis on ethical standards, creating an institute of public auditors and improving the electronic monitoring system. The author emphasizes the need for a systematic approach to combating corruption, involving government agencies, the public and international partners.
