ІNNOVATIVE APPROACHES TO IMPROVING ADMINISTRATIVE AND LEGAL SUPPORT FOR MONITORING THREATS TO UKRAINE'S NATIONAL SECURITY

Abstract

National security is one of the key components of the stable functioning of the state, preservation of its sovereignty and territorial integrity. One of the important aspects of ensuring Ukraine's national security is the creation of an effective threat monitoring system. In the course of the research, it was established that monitoring in general is a process of constant or periodic observation of an object, phenomenon or situation in order to assess its state, changes or dynamics. Monitoring is characterized by the duration of action, and its purpose is to observe and establish certain changes and impacts on an object, phenomenon, event, etc. Monitoring threats to the national system is a process of constant observation, collection, analysis and assessment of information aimed at identifying potential or real threats that may affect the security, stability or functioning of critical state systems. Administrative and legal support is the basis for the effective work of state authorities in the field of threat monitoring. It includes the development of regulations, organizational measures and tools aimed at identifying, assessing, forecasting and neutralizing threats. In addition, administrative and legal instruments create prerequisites for the introduction of modern technologies and monitoring methods, which allows timely response to potential risks and neutralizing them in the early stages. This article examines the peculiarities of the administrative and legal support for monitoring threats to the national security of Ukraine, examines and compares the experience of foreign countries, analyzes current legal acts, etc. Based on the results of the study, the shortcomings of the administrative and legal support for monitoring threats to national security in Ukraine were identified, and ways to overcome them and improve their effectiveness were proposed.
