THE LEGAL REQUIREMENTS FOR INDIVIDUALS APPLYING FOR STATE SERVICE IN THE CUSTOMS AUTHORITIES OF UKRAINE: ANALYSIS AND IMPROVEMENT

Abstract

The article analyzes the legal requirements for individuals applying for state service in the customs authorities of Ukraine. The study identifies key legislative acts and normative legal documents that regulate the recruitment process for customs service candidates, focusing on both general and specialized requirements. The article examines the criteria evaluated during the selection process and the role of state authorities in the recruitment and appointment of candidates. Special attention is given to current challenges in the implementation of these requirements, with suggestions for improvements. The paper proposes mechanisms to enhance the legislative and organizational framework for the recruitment of candidates to customs services, aiming to ensure high professional standards within Ukraine’s customs system. The study discusses the importance of state service for national security, economic stability, and effective governance, with a particular emphasis on the professionalism of individuals entering the customs service. Legal and regulatory requirements play a crucial role in ensuring the transparency and effectiveness of customs operations. The article further explores the need for periodic revisions of the legal framework to address gaps and discrepancies, such as the lack of clear specialization requirements for candidates’ education and the inconsistency between age and educational qualifications. The analysis calls for the implementation of clearer criteria for assessing candidates’ professional and moral qualities to better align with the high standards required in the public sector. It is concluded that continuous improvement in the recruitment processes and legal requirements is essential for strengthening the professionalism and effectiveness of Ukraine’s customs authorities, contributing to the country’s economic development and the stability of its legal system.
