Abstract

The aim of the article is to examine legal bases of the U.S. environmental policy in the field of waste processing. In recent years, the United States has placed greater emphasis on addressing waste recycling issues, driven by the growing awareness of its population regarding this matter. As a result of this trend, there is a need to find new approaches to waste recycling. These initiatives aim to enhance waste recycling efforts nationwide by promoting responsible waste management practices and enforcing stricter regulations. Given the successes of the United States in this field, it is pertinent to examine its experience in regulating waste management and recycling, with the goal of applying its positive aspects in Ukraine. “National Recycling Strategy: Part One of a Series on Building a Circular Economy for All” demonstrates that the country continues to actively stimulate and promote the development of new approaches to waste management and recycling in order to achieve the most cost-effective result. The cost-effectiveness of waste management is one of the key elements in achieving environmental protection goals. The lead regulator in this process is EPA, as the main federal body in the field of environmental regulation. Using a wide range of administrative tools to influence environmental actors, the EPA ensures their compliance with the U.S. environmental legislation. Notably, the agency strives to minimize the use of imperative regulatory methods. The EPA engages enterprises, institutions, organizations of all ownership types, non-profit organizations, federal, subnational and local authorities, scientists and the public in the process of creating waste processing programs and strategies. This inclusive approach ensures broader problem coverage and facilitates the identification of the most effective solutions.
