ORGANIZATION AND SPECIFIC ACTIVITES OF DEPARTMENT “VINETA” REICHSMINISTERIUM OF EDUCATION AND PROPAGANDA ON THE TERRITORY OF REICHSKOMMISSARIAT “UKRAINA”

This article presents the historical and legal analysis of the formation and development of special service of the Imperial Ministry of Public Enlightenment and Propaganda "Vineta" as a constituent element of the Eastern Division. It has been proved that the organizational structure of the intelligence services reflected the total subordination of the Ministry hierarchy. The attention is focused on the detection of "Veneto" as the technical department of propaganda and ne-language translation is of the USSR and its actual competence, which included the selection and tre-tovka promoters to work with Slavic peoples of printed propaganda tools for distribution and reprint in civil zones of occupation, gathering information about the mood of the local population, the intelligence activities radiopropahanda and others. The main emphasis on the specifics of the departments of the security services that were based in the territory Rayhskomisariatu "Ukraine". Determined that the priority for-direction of Kiev and Dnipropetrovsk secret service departments "Vineta" were coordination and control over the occupation propaganda campaigns in the press, setting up radiopropahandy more. It has been proved that the structure of security services in the territory Rayhskomisariatu "Ukraine" was typical of bureaucracy wide and covers three categories of employees It has been concluded that no structural building special service Imperial E-the Ministry of the People's Education and Propaganda "Vineta" in the territory Rayhskomisariatu "Ukraine-yina" or laid in its foundation principle of propaganda that was directed to manipulation tures consciousness Ukrainian in the occupied territories, failed. Proclaimed special service promotional actions and their inconsistency socio-economic realities not fundamentally affected the Ukrainian justice population in most its a-she remained spiritually unconquered.
